Yes – each state has its own department of alcohol and tobacco and anyone can google their state and start the licensing process. They all give step by step instructions. What they don’t tell you is who to buy finished products from in order to sell them to retailers. I was actually looking for information more in that direction.

If you have the money, the next hardest part would be getting all the proper licenses. Your state licensing bureau would be a good place to start. This type of business would also fall under the federal bureau of Alcohol, Tobacco, and Firearms (ATF). So I would research any information that they have.
